How to use the online service
In the declaration process, we distinguish between a hiring contractor (main contractor) and a subcontractor. The main contractor enters directly into a contract with the client (customer) to carry out targeted works at a certain price. A subcontractor concludes a contract with another company in the chain to carry out certain works. He does not have a direct contract with the client.
The main contractor has to use the online service to submit a declaration of works (contractual relationships). This is only possible in secured mode (see part 1 – submitting/adapting a declaration as a hiring contractor/main contractor).
As a subcontractor, you don’t have to take any action in the online service. However, you can consult whether you were declared as a subcontractor for a certain work.
Step 1 - Open the online service in secured mode
To log in to the website and access the secure online services, click the ‘log in’ button at the top right of the page. Then enter your username and password. You can find all the information about the request for secure access in the ‘Help/secure access to the portal’ section.
To open the online service Declaration of Works, please visit the Social Security portal and navigate to the page ‘Declaration of Works’ (in French).
Once there, click on the button on the right side of the screen ‘Déclaration de travaux (sécurisée)’ ('Declaration of Works (secured)').
If you don't have a company number in Belgium, you can't have secured access. You can request the company number in the non-secured online service 'Declaration of Works' (page in French). After a few days you will receive your company number (CBE number).
You will also receive the digital keys to authenticate yourself.
Next, in the access management, you have to set all accesses correctly (please refer to the manual Step-by-step guide on the CSAM website).
You will then be able to use the secured online service 'Declaration of Works'.
Step 2 - File a Declaration of Works
You are logged in in secured mode. To proceed, you can switch to English.
On the main page, you have to choose between 2 options:
- ‘I wish to declare a work contract’ (start a new declaration of works), or
- ‘I wish to consult, modify the declaration or I wish to add subcontractors/places of performance to the declaration’ (make an adjustment or addition to an existing declaration of works).
If you choose option 1, that is start and submit a new declaration, you have to proceed and fill in all the screens and fields. Once completed, you can submit the declaration. After entering the project-specific information (client, address, etc.), you must upload your contract.
If you choose option 2, that is amend an existing declaration, you will have to select the declaration which you wish to amend by either
- Searching for a known declaration number or
- Clicking on a declaration in the list on the left side of the page. The application proposes by default the declarations by the same client and the same address that already exist.
On the general overview of the declaration you can add an additional contract to the declaration, modify data on the declaration or contract, or add subcontractors to a contract.
As soon as you have made the necessary choice, fill in all the fields and submit the change.
Open the online service ‘Declaration of works’ in secured mode
You can consult the declaration of works as soon as you have a role in the subcontracting chain. This can either be as client, main contractor or subcontractor.
To open the secured mode, please refer to step 1- part 1 of this manual. As soon as you have logged in, you can consult the declared information.
